Data description:The purpose of survey on theaters is to provide information on the most important features such as: the type of theater (professional, amateur and children), performed works, visiting the theater with the number of performances and visitors, participating at the festivals in the country and abroad, visiting foreign theater ensembles, employees.

Professional theater is an independent cultural and artistic institution with a permanent professional ensemble. Professional theater is also an experimental theater, if it has a separate administration. Amateur Theater is a socially cultural and artistic institution in which the ensemble is predominantly actors amateur, and it is organized independently or as a part of a cultural-artistic society, a home of culture or other institution-enterprises. Children's Theater is a cultural and artistic institution that regularly gives performances for children, and includes puppet theaters. Not included sections of children radio drama, puppet sections in cultural societies, as well as individual groups of children at schools that occasionally give performances for children.

The Law on Official Statistics and Official Statistical System (Official Gazette of Montenegro No 18/12) defines provisions for collection, processing, and dissemination of data. The Law provides to the Statistical Office legal powers to collect and access the data necessary for the implementation of Programme and Annual Plan. The Law gives a priority to the use of administrative data and right of access to individual data that are a result of survey of other official statistical producers. As an annex to legal provisions, Statistical Office has signed several memoranda on cooperation with administrative data providers.

7.1. Confidentiality - policy:Articles 53-60 of the Law on Official Statistics and the Official Statistics System ( Official Gazette of Montenegro No. 18/12) provide a framework for the protection, use and transfer of confidential data. MONSTAT has developed two comprehensive Regulations covering procedures for the protection of personal data, as well as the keeping of individual records. In order to implement the legal framework on the functioning of the security system and statistical confidentiality, the Rules on the Preservation of Statistical Data have been adopted which regulates the manner, time, technical conditions and organization of the preservation of statistical data in order to prevent their destruction, and unauthorized use, as well as the Rulebook on the Content and Manner of Keeping Records of Users of Individual Statistical Data, which prescribes the content and manner of keeping records of users of individual statistical data. Article 59 access to confidential data of official statistics is restricted to persons performing tasks and tasks with the producers of official statistics and to the extent that these data are necessary for the production of the official statistics. Persons performing duties and tasks with producers of official statistics are obliged to sign a Statement of Compliance with the principle of confidentiality. The Law on Official Statistics and the Official Statistics System is in accordance with Regulation 223/2009 and Regulation (EU) 2015/759 of 29 April 2015, which also regulates confidentiality provisions. The Government of Montenegro has adopted a Statement on Commitment of Confidence Commitment to Confidence in Official Statistics of Montenegro.

8.1. Release calendar:The Law on Official Statistics and the Official Statistics System ( Official Gazette of Montenegro No. 18/12) prescribes that producers of official statistics prepare, update and publish the calendar of publishing statistical data. It is published on the website of the Statistical Office no later than December 20 for the following year, for all producers of official statistics that include the dates of publication of statistical data. Any changes on the date of publication in the Calendar are published in advance in accordance with the Unmanaged Audit Procedure.

User access:The overall objective of the official statistics producer is to meet the needs of its users and to make available to all users statistic data in a comprehensible manner at the same time and under the same conditions. 10.4. Micro-data access:The Law on Official Statistics and the Official Statistics System ( Official Gazette of Montenegro No. 18/12) regulates the rules under which external users can gain access to individual data for research purposes. Article 58 defines the types of scientific and research organizations who can get such data. Giving individual data without an identifier is possible only on the written request of scientific research institutions, for the purpose of carrying out scientific research activities, as well as international statistical organizations and producers of statistics from other countries. The investigating entity signs the Agreement with the Statistical Office, as well as the Statement of Compliance with the principle of confidentiality. Manufacturers of official statistics keep separate records of users and the purpose for which statistics are given for use.

10.7. Quality documentation:The Law on Official Statistics and the Official Statistics System ( Official Gazette of Montenegro No. 18/12) defines the quality commitment, ensuring that producers of official statistics in Montenegro work and cooperate in accordance with international principles of quality of the statistical system. The Development Strategy and the Official Statistics Program for 2014-2018. Years of development goals are defined. One of the objectives is Quality Management through monitoring the application of the European Statistics Code of Practice. Quality assurance:The Statistical Office has opted for the implementation of TQM (Total Quality Management) models that encourage the development and improvement of the functioning: - Institutions, - Production of results of official statistics and - Individuals. User satisfaction:The Statistical Office has adopted the Quality Management Strategy, the Guidebook to the Implementation of the Quality Management Strategy, as well as the Plan for the Implementation of the Quality Policy. In order to measure the degree to which fulfills obligations towards users and within the new quality policy, the Statistical Office conducted User satisfaction survey.
