In Montenegro there are 55 pre-primary institutions, out of which 21 institutions are public, and 34 are private, with the network of 162 child care units, within which there were organised 894 child care groups.
The total number of children enrolled in pre-primary institutions in school year 2024/2025 is 25 932. Out of the total number of children enrolled, there are 47.7% (12 366) of girls, and 52.3% (13 566) of boys. The number of enrolled children increased by 3.4% in comparison with the previous school year. Out of the total number of enrolled children, there are 94.8% enrolled in public institutions.
An average number of children per educational group in public preschool institutions is 31, and in private is 13. Out of the total number of employees in preschool institutions, child-care workers represent 45%.
