Legal basis
Legal basis for producing statistics of births and deaths is Law on Official Statistics and Official Statistical System of Montenegro (Official Gazette of Montenegro 18/12), and Annual Plan of Statistical Surveys which is published in Official Gazette of Montenegro for next year.
METHODOLOGICAL BASES
Purpose of birth and death statistics
The purpose of birth and death statistics is to collect the data necessary for the analysis of natural changes population in Montenegro and municipalities, births, fertility, mortality and other indicators. The aim of statistics of births and deaths is to describe natural population changes through the number of live births and number of deaths.
Data sources
The data source is administrative source – Registry of births and Register of deaths, managed by state administration body responsible for internal affairs (Ministry of Interiors). The data are submitted in accordance with the Agreement on Data Transmission signed by Statistical Office of Montenegro and Ministry of Interiors.
Coverage
Statistics of births and deaths covers all cases of birth entered in the Registry of births and all cases of deaths entered in the Register of deaths which are then processed in accordance with the presence rules set out in the methodology.
Protection of individual data
On the basis of Agreement on Cooperation signed between Statistical Office of Montenegro and Ministry of Interiors, the data submitted to Statistical Office of Montenegro does not contain any characteristics which allow the identification of persons.
