| 7.1. Confidentiality - policy: | Article 53-60 of the Law on Official Statistics and Official Statistical System (Official Gazette of Montenegro No 18/12) provide the framework for protection, use and transfer of confidential data. MONSTAT produced two comprehensive rulebooks that cover the protection of personal data and keeping individual records. With purpose of realization legal framework on functioning security system and statistical confidentiality there was adopted the Rulebook on Keeping Statistical Data regulating manner, time, technical conditions and organizations of keeping statistical data to prevent their deleting, destroying and unauthorized use as well as the Rulebook on Contents and Manner of Keeping Records on Users of Individual Statistical Data by which there is regulated contents and manner of keeping records on individual statistical data users.
Article 59 limits the access to the confidential data of official statistics to persons that perform tasks and jobs at the official statistical, and up to the stage these data are necessary for the official statistics production. Persons performing jobs and tasks at the official statistics producer are obliged to signe the Statement on Respecting Confidentiality Principle.
Law on Official Statistics and Official Statistics System is in accordance with the Regulation 223/2009 and Regulation (EU) 2015/759 from 29 April 2015 that also regulate confidentiality provisions.
The Government of Montenegro has adopted the Commitment of Confidence.
