Data description: | The aim of the research at the secondary school at the beginning and the end of the school year is to present data: the number of schools, classes, pupils by gender and grades, teachers by gender and duration of working hours, pupils by grade, gender, year of birth and school. |

The statistical data refer to secondary schools of: mainstream education; vocational education; art schools; and resource centres. |

6.1. Legal acts and other agreements: | The Law on Official Statistics and Official Statistical System (Official Gazette of Montenegro No 18/12 and 47/19) defines provisions for collection, processing, and dissemination of data. The Law provides to the Statistical Office legal powers to collect and access the data necessary for the implementation of Programme and Annual Plan. The Law gives a priority to the use of administrative data and right of access to individual data that are a result of survey of other official statistical producers. As an annex to legal provisions, Statistical Office has signed several memoranda on cooperation with administrative data providers. |

7. Confidentiality Top |
7.1. Confidentiality - policy: | Articles 53-60 of the Law on Official Statistics and the Official Statistics System ("Official Gazette of Montenegro No 18/12 and 47/19) provide a framework for the protection, use and transfer of confidential data. MONSTAT has developed two comprehensive Regulations that cover procedures for the protection of personal data, as well as the keeping of individual records. In order to implement the legal framework on the functioning of the security system and statistical confidentiality, the Rules on the Preservation of Statistical Data have been adopted which regulates the manner, time, technical conditions and organization of the preservation of statistical data in order to prevent their destruction, alienation and unauthorized use, as well as the Rulebook on Content and the manner of keeping records on users of individual statistical data which prescribes the content and manner of keeping records of users of individual statistical data.
Article 59 access to confidential data of official statistics is restricted to persons performing tasks and tasks
with the producers of official statistics and to the extent that these data are necessary for the production of the official
statistics. Persons performing duties and tasks with producers of official statistics are obliged to sign a Statement of Compliance with the principle of confidentiality.
The Law on Official Statistics and the Official Statistics System is in line with Regulation 223/2009 and Regulation (EU) 2015/759 of 29 April 2015, which also regulates confidentiality provisions.
The Government of Montenegro has adopted a Statement on Commitment of Confidence Commitment to Confidence in Official Statistics of Montenegro. |
7.2. Confidentiality - data treatment: | The Statistics Office receives data from the Ministry of Education without indicators. The data are aggregated at the lowest level at the municipal level.
The rules for accessing micro data are defined in Articles 58 and 59 of the Law on Official Statistics and the System of Official Statistics. |

8.1. Release calendar: | The Law on Official Statistics and the Official Statistics System ("Official Gazette of Montenegro No 18/12 and 47/19) prescribes that producers of official statistics are preparing, updating and publishing the calendar of publishing statistical data. It is published on the website of the Statistical Office no later than December 20 for the following year, for all producers of official statistics that include the dates of publication of statistical data. Any change in the date of publication in the Calendar shall be published in advance in accordance with the Unmanaged Audit Procedure. |

User access: | The overall objective of the official statistics producer is to meet the needs of its users and to make available to all users statistic data in a comprehensible manner at the same time and under the same conditions. Micro-data access: | The Law on Official Statistics and the Official Statistics System ("Official Gazette of Montenegro No 18/12 and 47/19) regulate the rules under which external users can gain access to individual data for research purposes. Article 58 defines the types of scientific and research organizations that can obtain such data. Giving individual data without an identifier is possible only on the written request of scientific research institutions, for the purpose of carrying out scientific research activities, as well as international statistical organizations and producers of statistics from other countries. The research entity signs the Agreement with the Statistics Office, as well as the Statement of Compliance with the principle of confidentiality. Manufacturers of official statistics keep separate records of users and the purpose for which statistics are given for use. |

Quality documentation: | The Law on Official Statistics and the Official Statistical System ("Official Gazette of Montenegro" No. 18/12 and 47/19) defines the commitment to quality, which ensures that producers of official statistics in Montenegro work and cooperate in accordance with international principles of quality of the statistical system.

11.1. Quality assurance: | The Statistics Directorate has chosen to implement TQM (Total Quality Management) models that stimulate the development and improvement of the functioning:
- institutions,
- production of results of official statistics and
- an individual.
In the medium term, the Statistical Office opted for the implementation of the TQM model through the following goals:

11.2. Quality assesment: | The quality was monitored through all phases of production of data, from the responsible statisticians, in accordance with the specifics of the concrete research. Data collection and processing is the subject of this control. Within the organization of statistical surveys, certain aspects of quality are part of the preparedness of the staff involved and the production of statistics. |

12.3. Completeness: | 14 tables are sent to Eurostat, data are submitted for the enrollment of pupils in elementary schools by gender, age, divisions and teachers by gender, and the number of classes in schools as well as graduate pupils in primary schools, as well as data for national needs. |
