3.1. Data description:The purpose of this survey is to collect the data on the quantity of pesticides placed on the market.The data set comprises the annual sales of active substances contained in plant protection products placed on the market from 2017 onwards, according to Regulation (EC) No 1185/2009 as amended by Commission Regulation (EU) 2017/269 of 16 February 2017 as regards the list of active substances. MONSTAT disseminates the highest aggregation level, also called major groups in the Harmonised classification of substances. They are the following: F - Fungicides and bactericides ; H - Herbicides, haulm destructors and moss killers; I - Insecticides and acaricides ; M - Molluscicides; PGR - Plant growth regulators; and ZR - Other plant protection products. Data extracted on this level will give the user the best representation of total pesticide sales.
3.2. Classification system:The classification of the active substances in plant protection products is annexed (Annex III) to Commission Regulation (EU) 2017/269 of 16 February 2017 amending Regulation (EC) No 1185/2009 of the European Parliament and of the Council concerning statistics on pesticides. The active substances are classified according to chemical and functional similarity. Aggregation levels in descending order comprise: major groups, categories of products, chemical classes and active substances. The geographical classification for country codes (ISO 3166) is applied.
3.3. Sector coverage:The statistics cover active substances in plant protection products placed on the market in the Montenegro. All active substances in pesticides sold in wholesale in Montenegro.The statistics cover the wholesale trade sector operating in placing plant protection products on the market. All subjects registered for import, i.e. wholesale trade in Plant Protection Products, which are required to keep records of purchased and sold Plant Protection Products in accordance with the Law on Plant Protection Products.
3.4. Statistical concepts and
       definitions:
The active substances is a substance which including micro-organisms having general or specific action against harmful organisms or on plants, parts of plants or plant products. Fungicides are products for the repression of fungi provoking vegetal diseases, including bactericides for extermination of microbes. Herbicides are products for the repression of weeds or undesirable plants in general. Insecticides are products for the repression of insects, including acaricides for the extermination of mites. Other pesticides are products for other purposes, including molluscicides for the repression of snails, plant growth regulators, mineral and vegetal oils, soil sterilants, rodenticides for the repression of rodents, disinfectants and other plant protection products.
3.5. Statistical unit:The source of data are the administrative source (Directorate for Foodsafety, Veterinary and Phytosanitary Affairs) and they provide data to the MONSTAT (Active substance in pesticides sold in wholesale in Montenegro). The directorate for Foodsafety, Veterinary and Phytosanitary Affairs provides data at the level of business entrepreneurs or other legal entity ( subjects registered for import, i.e. wholesale trade in Plant Protection Products, which are required to keep records of purchased and sold Plant Protection Products, in accordance with the Law on Plant Protection Products). MONSTAT calculates the active substance.
3.6. Statistical population:All active substance which contained in pesticides or plant protection products on the market in Montenegro. All subjects registered for import, i.e. wholesale trade in Plant Protection Products, which are required to keep records of purchased and sold Plant Protection Products in accordance with the Law on Plant Protection Products.
3.7. Reference area:Montenegro. The data for pesticides sales collect for the national level.

6.1. Legal acts and other
       agreements:
-The Law on Official Statistics and Official Statistical System (Official Gazette of Montenegro No 018/12 and 047/19) defines provisions for collection, processing and dissemination of data. The Law provides to the Statistical Office legal powers to collect and access the data necessary for the implementation of Programme and Annual Plan. The Law gives a priority to the use of administrative data and right of access to individual data that are a result of survey of other official statistical producers. https://www.monstat.org/cg/page.php?id=4&pageid=4 As an annex to legal provisions, Statistical Office has signed several memoranda on cooperation with administrative data providers. (with the Ministry of Agriculture, Forestry and Water Management in June 2013). -Regulation (EC) No 1185/2009 of the European Parliament and of the Council of 25 November 2009 concerning statistics on pesticides as amended by Commission Regulation (EU) 2021/2010 of 17 November 2021 as regards the list of active substances.

8.1. Release calendar:Final data are published annually as soon as it is processed and validated by Eurostat. Target date is end of March. The Statistical Release Calendar is the schedule of publishing the results of official statistics during one year. It is prepared by the Statistical Office in cooperation with the other producers of official statistics in accordance with Article 50 of the Law on Official Statistics and the Official Statistics System ("Official Gazette of Montenegro", No. 018/12 and 047/19).It is published on the website of the Statistical Office.

8.3. User access:Based on the Statistical Release Calendar, users are informed in advance of the release dates on which the producers of official statistics have committed to publish statistics. It is published on the website of Statistical Office not later than 20 December for the next year, for all official statistical producers that includes date of releasing statistical data. Any change in date of releasing in the Calendar is published in advance in accordance with the Procedure on Unplanned Revisions.

The data is published once a year and has been available on the Montenegrin Statistical office website since December 30. The survey on pesticides sale is included for the first time as a regular survey for 2022 in the Annual Plan of Official Statistics (Official Gazette of Montenegro No 2/2022 of January 12, 2022) https://www.monstat.org/cg/page.php?id=9&pageid=9 . The Statistical Office published the final data for the data series for the period 2017-2022, which were previously submitted to Eurostat as preliminary and protected. Data for 2023 were submitted to Eurostat in December 2024.

10.1. News release:Data are published according to a realase calendar and are available at the same time to all users on the official website on MONSTAT. The data is not published through a press release, but only through the Excel table on the official website. 10.7. 11.1. Quality assurance:The Quality Management System of the Statistical Office relies on the European Statistics Code of Practice and the principles of Total Quality Management (TQM), which symbolize a common framework for the quality of the European Statistical System. The Statistical Office has adopted the Quality Management Strategy, the Guidebook to the Implementation of the Quality Management Strategy, as well as the Plan for the Implementation of the Quality Policy. The 2020-2023 Quality Management Strategy is the second strategy which is prepared for the Montenegro official statistical system and it represents a strategic, development document in domain of quality in the statistical system of Montenegro. At regular meetings of the Working Group, where representatives of all institutions (statistics, ministry and control body) are included, quality assurance procedures are discussed. The Quality Management Strategy is available on web site https://www.monstat.org/cg/page.php?id=1513&pageid=1513 The quality of the data is assured in the following way: Monstat transmit all active substances and all aggregates, which in turn are verified by Eurostat.

National users: - Ministries and other public administration bodies; - Local government and other local government bodies; - Non-governmental organizations; - Students; - Researchers; - Media Pesticide sales statistics are also used to measure progress towards achieving the pesticide reduction targets under the Farm to Fork Strategy and Biodiversity Strategy.
12.2. User satisfaction:Internal users are generally satisfied with the quality of the data. No external user satisfaction feedback.The Statistical Office has adopted the Quality Management Strategy, the Guidebook to the Implementation of the Quality Management Strategy, as well as the Plan for the Implementation of the Quality Policy. In order to measure the degree to which fulfills obligations towards users and within the new quality policy, the Statistical Office conducted User satisfaction survey. 13.1. Overall accuracy:The degree of accuracy is expected to be high. Exact value is guaranted by the obligation to report any sale in the country to the directorate for Foodsafety, Veterinary and Phytosanitary Affairs. Published data are final.
13.2. Sampling error:It is not applicable for pesticide sales statistics, because data collection is not based on samples, but covers the entire statistical population from subjects registered for import, i.e. wholesale trade in Plant Protection Products, which are required to keep records of purchased and sold Plant Protection Products in accordance with the Law on Plant Protection Products.
13.3. Non-sampling error:Not relevant (administrative source).

14.1. Timeliness:According to the Regulation (EC) No 1185/2009, the data is published by Eurostat 15 months after the end of the reference year and the national quality report 20 months after the end of the reference year.
14.2. Punctuality:According to the Regulation (EC) No 1185/2009, data must be transmitted until 30 December of the year t+1, and national quality reports until 31 March of the year t+2. Everything was published on time. There is no time lag between the actual data submission and the target date. All data are published in accordance with the scheduled publication date.

15.1. Comparability -
          geographical:
Montenegro is on all three levels (NUTS ). The data are collected and published on country level (NUTS 0). The data are comparable with other countries in the region and the EU because the questionnaire is harmonized. Geographical comparability is very good due to the Harmonised classification of substances in Annex III of Regulation (EC) No 1185/2009.

17.1. Data revision - policy:In April 2023, the Statistical office of Montenegro- Monstat published the final data for the series of data for the period 2016-2020, which were previously submitted to Eurostat as preliminary and protected. The survey on pesticides sales was included for the first time as a regular for the year 2022 in the Annual Plan of Official Statistics ("Official Gazette of Montenegro", No. 2/2022 of 12.01.2022"), when data were published for the first time on Monstat website for 2021. Since then survey does not disseminate preliminary results and that''''s the reason why the regular data revision does not exist.
