The Law on Official Statistics and Official Statistical System (Official Gazette of Montenegro No 18/12and 047/19 ) defines provisions for collection, processing, and dissemination of data. The Law provides to the Statistical Office legal powers to collect and access the data necessary for the implementation of Programme and Annual Plan. The Law gives a priority to the use of administrative data and right of access to individual data that are a result of survey of other official statistical producers. As an annex to legal provisions, Statistical Office has signed several memoranda on cooperation with administrative data providers.

7.1. Confidentiality - policy:Articles 53-60 of the Law on Official Statistics and Official Statistical System ("Official Gazette of Montenegro", No. 018/12 and 047/19 o) provide a framework for the protection, use and transmission of confidential data. MONSTAT has developed two comprehensive Rulebook covering procedures for the protection of personal data, as well as the keeping of individual records. In order to implement the legal framework on the functioning of the security system and statistical confidentiality, the Rulebook on the preservation of statistics was adopted, which regulates the manner, time, technical conditions and organization of storing statistics, in order to prevent their destruction, alienation and unauthorized use, as well as the Rulebook on the contents and the method of keeping records of users of individual statistical data, which prescribes the content and the method of keeping records of users of individual statistics. Article 59 access to confidential data of official statistics is restricted to persons carrying out tasks and tasks producers of official statistics and to the extent that such data are necessary for the production of official statistics statistics. Persons performing tasks and tasks with producers of official statistics are required to sign a Statement of Compliance. The Law on Official Statistics and Official Statistical System is in line with Regulation 223/2009 and Regulation (EU) 2015/759 of 29 April 2015, which also regulate confidentiality provisions. The Government of Montenegro adopted the Statement of Commitment on Confidence in Official Statistics of Montenegro (Commitment of Confidence).

8.1. Release calendar:The Law on Official Statistics and Official Statistical System ("Official Gazette of Montenegro", No. 018/12 and 047/19 ) stipulates that producers of official statistics prepare, update and publish the Calendar of Release of Statistical Data. It shall be published on the website of the Statistical Office by 20 December of the following year at the latest, for all producers of official statistics, including dates for the publication of statistics. Any changes to the date of publication in the Calendar shall be announced in advance in accordance with the Unplanned Revision.

User access:The general aim of producers of official statistics is to satisfy the needs of their users and to make the statistics available to all users in an understandable manner at the same time and under the same conditions. Micro-data access:The Law on Official Statistics and Official Statistical System ("Official Gazette of Montenegro", No. 018/12 and 047/19 ) regulates the rules under which external users can gain access to individual data for research purposes . Article 58 defines the types of scientific and research organizations that can obtain such information. The provision of individual data without an identifier is possible only at the written request of research institutions, for the purpose of conducting research activities, as well as international statistical organizations and producers of statistics from other countries. The research entity signs the Agreement with the Statistical Office, as well as a Statement of cinfidence. Producers of official statistics shall keep separate records of users and of the purpose for which the statistics were put to use.

10.7. Quality documentation:The Law on Official Statistics and the Official Statistical System ("Official Gazette of Montenegro" No. 18/12 and 47/19) defines the commitment to quality, which ensures that producers of official statistics in Montenegro work and cooperate in accordance with international principles of quality of the statistical system. 11.1. Quality assurance:The Statistical Office has committed itself to implementing the elements of TQM (Total quality management) models that encourage the development and improvement of functioning: - institutions, - production of the results of official statistics and - an individual.
