Reaction to article in daily newspaper ”Dan”

On 30 October 2012 the daily newspaper “Dan“ published the article on page 18: “Monstat forgot those not receiving the salary”.

With reference to the Law on Media (Official Gazette of the Republic of Montenegro 51/02, 62/02, and Official Gazette of Montenegro 46/10, 73/10, 40/11), Chapter VI Right to Correction and Reply;

And with reference to the Law on Statistics and Statistical System of Montenegro (Official Gazette of Montenegro 18/12), Article 11, the director of Statistical Office shall be entitled to provide public explanation in case of inaccurate interpretation or misuse of statistical data;

Reaction to article: Monstat forgot those not receiving the salary

Daily newspaper “Dan“ in number 4939, of 30 October 2012, on page 18, published the article under the title “Monstat forgot those not receiving the salary“. In regards with this, we would like to provide the following explanation:

According to the methodology for calculating average earnings since 1 January 2007, the average earnings is calculated by dividing the total paid earnings mass in a month with the number of employees receiving those paid earnings. Thus, the calculation of average earnings does not cover the employees that did not receive paid earnings.

The basis for obtaining the data on earnings is both existing financial and accounting records and human resource service records kept by reporting units, pursuant to the Law on Records in Area of Labour and Employment (Official Gazette of the Republic of Montenegro 69/03).

The data on average earnings present the earnings paid in a month and obtained through the regular survey Monthly Report on Employees and Earnings (form RAD–1). The survey covers enterprises, institutions, cooperatives and organizations, of all types of ownership, as well as their units in their composition, by organization and territorial principle, starting from the level of municipality. As above mentioned, the data on the sum of paid earnings are obtained from enterprises, institutions, cooperatives and organizations, as a sum for all employees. The data on average earnings are obtained on the basis of sample consisted of reporting units with 10 employees and over.
