THE LEGAL BASIS
Minimal consumer basket are conducted according to Law on Official Statistics and Official Statistical System of Montenegro (Official Gazette of Montenegro No. 18/12, 47/19), Program of work and Annual Plan for Statistical Surveys. In accordance with the Annual Plan of Statistical Surveys 2023 (Official Gazette of Montenegro No 5/2023 from 16 January 2023), the periodicity of data release is changed from monthly to quarterly.
Aim and purpose of survey
The aim of survey is to determine the value of consumer basket for food and non-alcoholic beverages and non-food products and services necessary for a four-member household to meet the minimum needs defined by the number of calories per person considered to be appropriate to meet the energy needs for maintaining health and taking light physical activities. Defined calories are in accordance with minimum energy requirements of the World Health Organization (WHO) and the Food Guide of the United States Department of Agriculture in 2010 (USDA Food Guide 2010) of 2 211 Kcal per day, per person.
Data sources
The minimal consumer basket is based on Household budget survey and recommendation of World Bank. For calculating the value of minimum expenditure for food and non-alcoholic beverages, an average price in current months and quantity of products of four-member household are used. For calculating the value of non-food products, the consumer price indices (CPI) are used.

Confidentiality and protection of individual data
Collected data from the survey represent an official secret, in accordance to Articles 55 and 56 of the Law on Official Statistics and Official Statistical System of Montenegro ("Official Gazette of Montenegro“, No. 18/12, 47/19).
