| 3.1. Data description: | The purpose of producing population estimate is to obtain the data needed for the analysis of the natural movement of the population of Montenegro and its municipalities, borth rate, fertility, and other indicators. Population estimates refer to the beginning, mid and end of the year. Data related to the beginning of the year, i.e. Jnuary 1,are mostly used to show the number of inhabitants in absolute numbers. Data related to the mid ? year are used in the calculation of demographic indicators, as well as the reporting to he United Nations. On the other hand, the number of inhabitants at the beginning of the year is a requirement of EUROSTAT. |

| 3.4. Statistical concepts and definitions: | When estimating the number of inhabitants according to the Censusis used as basis. This number is adjusted accoridnig to the results of the vital statistics, i.e. natural increase and migration movements. The results of vital statistics are expressed through natural increase and in the case of negative natural increase, the number of inhabitants decreases. Migration movements of inhabitants within Montenegro are taken into account and affect the estimates of the number of inhabitants by municipalities. When estimating the population it is assumed that international migration is constant number calculated on the basis of the Census 2023, then natural increase for the period 2011 to 2023, as well as Census 2011. Within the help of these sources, so-called profile of international net migrant by gender and age for the period of one year. This profile is applied as a statistical adjustment in the period between censuses. The goal of applying the statistical adjustment method for population estimate is the need to present the most realistic number of inhabitants on an annual basis. |

Legal acts and other agreements: | The Law on Official Statistics and Official Statistical System (Official Gazette of Montenegro No 18/12, 047/19 and 023/25) defines provisions for collection, processing, and dissemination of data. The Law provides to the Statistical Office legal powers to collect and access the data necessary for the implementation of Programme and Annual Plan. The Law gives a priority to the use of administrative data and right of access to individual data that are a result of survey of other official statistical producers. As an annex to legal provisions, Statistical Office has signed several memoranda on cooperation with administrative data providers. |

| 7.1. Confidentiality - policy: | Articles 53-60 of the Law on Official Statistics and Official Statistical System ("Official Gazette of Montenegro", No. 018/12, 047/19 and 023/25) provide a framework for the protection, use and transmission of confidential data. MONSTAT has developed two comprehensive Rulebook covering procedures for the protection of personal data, as well as the keeping of individual records. In order to implement the legal framework on the functioning of the security system and statistical confidentiality, the Rulebook on the preservation of statistics was adopted, which regulates the manner, time, technical conditions and organization of storing statistics, in order to prevent their destruction, alienation and unauthorized use, as well as the Rulebook on the contents and the method of keeping records of users of individual statistical data, which prescribes the content and the method of keeping records of users of individual statistics. Article 59 access to confidential data of official statistics is restricted to persons carrying out tasks and tasks producers of official statistics and to the extent that such data are necessary for the production of official statistics statistics. Persons performing tasks and tasks with producers of official statistics are required to sign a Statement of Compliance. The Law on Official Statistics and Official Statistical System is in line with Regulation 223/2009 and Regulation (EU) 2015/759 of 29 April 2015, which also regulate confidentiality provisions. | 8.1. Release calendar: | The Law on Official Statistics and Official Statistical System ("Official Gazette of Montenegro", No. 018/12,047/19 and 023/25) stipulates that producers of official statistics prepare, update and publish the Calendar of Release of Statistical Data. It shall be published on the website of the Statistical Office by 20 December of the following year at the latest, for all producers of official statistics, including dates for the publication of statistics. Any changes to the date of publication in the Calendar shall be announced in advance in accordance with the Unplanned Revision. |

Micro-data access: | The Law on Official Statistics and Official Statistical System ("Official Gazette of Montenegro", No. 018/12, 047/19 and 023/25) regulates the rules under which external users can gain access to individual data for research purposes . Article 58 defines the types of scientific and research organizations that can obtain such information. The provision of individual data without an identifier is possible only at the written request of research institutions, for the purpose of conducting research activities, as well as international statistical organizations and producers of statistics from other countries. The research entity signs the Agreement with the Statistical Office, as well as a Statement of cinfidence.
