| Legal basis: | The legal basis for the adoption of the Classification of Activities – KD 2025 is laid down in the Law on the Classification of Activities (“Official Gazette of Montenegro”, No. 160/25), which regulates the classification of activities as a general standard for the classification of activities of legal entities, natural persons carrying out activities in accordance with regulations, state authorities, public administration bodies, local self-government units, as well as other entities without legal personality that perform activities in accordance with special regulations. Pursuant to the aforementioned Law, the Government of Montenegro adopts the Decree on the Classification of Activities - KD 2025 (“Official Gazette of Montenegro”, No. 5/26), which establishes the hierarchical levels of the classification, their titles and codes. The scope and rules for the application of the Classification of Activities - KD 2025 are aligned with the scope and rules for the application of the classification of activities in the European Union, as laid down in Commission Delegated Regulation (EU) 2023/137 of 10 October 2022, amending Regulation (EC) No 1893/2006 of the European Parliament and of the Council establishing the statistical classification of economic activities NACE Rev. 2. |

| Structure: | KD 2025 comprises the following number of categories by hierarchical levels: Level 1 – Sections: 22 sections, designated by single-letter alphabetical codes; Level 2 – Divisions: 87 divisions, designated by two-digit numerical codes from 01 to 99; Level 3 – Groups: 287 groups, designated by three-digit numerical codes from 01.1 to 99.0; Level 4 – Classes: 651 classes, designated by four-digit numerical codes from 01.11 to 99.00. The lowest and most detailed level of the KD 2025 classification is the class level. Compared to KD 2010, KD 2025 is characterised by an increased level of detail, primarily through a higher number of groups and classes, enabling more precise classification of economic activities in line with modern economic developments and new forms of business activity. |
