Social protection in Montenegro (ESSPROS Methodology)
THE LEGAL BASIS
The legal basis for the implementation of Social protection statistics in Montenegro (ESSPROS methodology) is the Law on Official Statistics and Official Statistics System (Official Gazette of Montenegro No 018/12, 047/19, 023/25) and Annual plan of Statistical Surveys for 2025 (Official Gazette of Montenegro No 129/24).
METHODOLOGICAL BASIS
Purpose of survey
The purpose of ESSPROS are to provide comprehensive and coherent description of the social protection in the EU Member States and candidate states for the membership in the European Union, covering social benefits and their financing, focusing on international comparability and harmonizing with other statistics.
Data sources
The main sources are administrative data collected by reporting units, or annual financial reports of reporting units. The reporting units for ESSPROS are: the Pension and Disability Insurance Fund of Montenegro, the Health Insurance Fund of Montenegro, the Employment Agency of Montenegro, Labor Fund of Montenegro, the Ministry of Social Welfare, Family Care and Demography, Tax Administration of Montenegro, Local Authorities and the Ministry of Agriculture, Forestry and Water Management of Montenegro.
Confidentiality and protection of individual data
The obtained data from reporting units are an official secret and are used exclusively for statistical purposes and not be published or made available to any user. Results of the surveys are published in aggregated form it is completely provided the secrecy of individual data.
The data are considered preliminary and becomes final, within the defined deadlines, provided in Statistical Release Calendar.
